Art. 1º Cuando consideraciones especiales de conveniencia pública lo aconsejen, pueden los Inspectores generales de instrucción admitir en las Escuelas Normales de Institutoras, alumnas menores de catorce años de edad, dando cuenta de la respectiva resolución al Ministerio de Instrucción pública para su aprobación.
