Art. 13. El privilegio que a virtud de este decreto se otorgue, no podrá ser traspasado a ningún Gobierno extranjero, y para hacer el traspaso a él o a otro individuo o Compañía, se solicitara y obtendrá previamente el consentimiento del Gobierno nacional.
