Las normas que debe seguir la Junta en la distribución del auxilio en referencia, son las siguientes: 1º Guardar proporción directa con la pobreza de los damnificados. 2º Dar preferencia en igualdad de circunstancias de pobreza a las viudas con familia y a los jefes de hogar invalides. 3º Buscar en igualdad de circunstancias favorecer a las familias más numerosas.
