El Gobierno Nacional realizará actividades de desminado humanitario en el territorio nacional, a través del Ministerio de Defensa Nacional, y demás autoridades nacionales que tengan, o se les señala esa función. Subsidiariamente, las Organizaciones Civiles podrán realizar las actividades de Desminado Humanitario que le sean asignadas por el Gobierno Nacional, conforme a este decreto.
