Los órganos de que trata el artículo 5º del presente decreto sólo podrán asumir compromisos que afecten las apropiaciones de la presente vigencia fiscal, siempre y cuando los bienes y servicios se va y an a recibir a satisfacción a 31 de diciembre del año 2001.
