º. El capital pagado y fondo de reserva legal ambos saneados, de un banco comercial, no serán menores del 10% del total de sus obligaciones para con el público. Si el conjunto del capital y fondo de reserva bajaren del límite señalado, no podrá el banco contraer nuevas obligaciones mientras no se restablezca el mencionado porcentaje.
