Créase una línea especial de crédito Finagro destinado a la financiación de programas de reforma agraria para crédito complementario de tierras y de producción con tasas de interés no superiores al IPP, cuya reglamentación corresponderá a la Comisión Nacional de Crédito. En todo caso, deberá sujetarse al ciclo del proyecto productivo.
