El Gobierno queda expresamente autorizado para comprar directamente, sin necesidad de acudir a la vía de la expropiación, los bienes inmuebles que sean necesarios para cualquier empresa nacional u obra pública, y solo en el caso de que no sea posible llegar a un arreglo amigable con el respectivo interesado, se procederá a iniciar la expropiación a juicio del Gobierno y de acuerdo con las leyes sobre la materia.
