Instalación e inicio de operaciones. Los licenciatarios que utilicen sistemas de acceso troncalizado, deberán instalar su sistema e iniciar operaciones dentro de los dieciocho (18) meses siguientes a partir del otorgamiento de la licencia, y para el efecto, deberá presentar un cronograma de ejecución del proyecto con la respectiva solicitud. El Ministerio de Comunicaciones al otorgar la concesión procederá en forma simultánea a aprobar el cronograma de ejecución del proyecto, el cual formará parte integral del título habilitante.
