Art. 3.° Con el fin de mejorar en lo posible el trazado para el ferrocarril del Norte en el trayecto o seccion de que trata el artículo anterior, i con el de hacer un nuevo presupuesto de gastos para esta parte de la línea, el Poder Ejecutivo mandará rectificar las esploraciones allí ejecutadas, dentro del mas breve término posible. Si el resultado de esta rectificacion fuere satisfactorio, el Poder Ejecutivo mandará abrir una trocha en toda la estension de la línea nuevamente trazada; fomentará el establecimiento de pobladores en la parte que juzgue mas conveniente, i hará ejecutar las demas obras preparatorias que juzgue necesarias para emprender el trabajo de construccion del ferrocarril. A este efecto se abre al Poder Ejecutivo un crédito adicional al presupuesto de gastos actualmente en vijencia, hasta por la cantidad de cien mil pesos.
