Para expedir resoluciones de carácter general, las Comisiones harán los análisis técnicos, económicos y legales pertinentes. Se deberán conservar, junto con la decisión o propuesta, cuantos datos y documentos ofrezcan interés para conocer el proceso de elaboración de la norma o que puedan facilitar su interpretación.
