Artículo trece. Facúltase al Ministerio de Justica para que organice en Bogotá los Juzgados de turno indispensables a fin de que, sin interrupción, reciban de día y de noche toda clase de denuncios criminales, y practiquen las primeras diligencias investigativas en los delitos de competencia de los Jueces Municipales, de Circuito y Superiores, tales como inspecciones oculares, reconocimientos personales, levantamientos de cadáveres y demás que se consideren aconsejables y urgentes.
