A partir de las 00.6 horas del día 6 de enero de 1999 hasta las 12:00 horas del día 8 del mismo mes y año, los gobernadores de los departamentos del Caquetá y Meta deberán restringir la locomoción de personas y vehículos por vía terrestre y fluvial, desde y hacia los siguientes municipios: La Uribe, Mesetas, Macarena, Vista Hermosa y San Vicente del Caguán. Se exceptúa de esta medida a los funcionarios, organizadores e invitados al evento de instalación de las Mesas de Diálogo, que se encuentren debidamente acreditados con salvoconducto, que será expedido por el Alto Comisionado para la Paz.
