El Poder Ejecutivo, al liquidar el Presupuesto, reducirá el monto del gasto de la vigencia de 1916 en la suma que, por servicios públicos prestados en ellas, calcule que no alcanzan a cubrirse dentro de la misma, y aumentara en los respectivos capítulos de saldos pendientes de vigencia anterior, las sumas que calcule queden por pagar de la vigencia actual.
