Artículo tercero. El Gobierno señalará anualmente la distribución de hasta el 45% de los recursos asignados en el Decreto 1594 de 1966, con sujeción a las partidas presupuéstales de cada vigencia, determinando la cantidad que debe llevarse a aumento del capital del Banco Ganadero con el objeto de mantener la proporcionalidad en los aumentos del capital de este Banco, y la que debe destinarse a los programas mencionados en el artículo anterior.
