En la asignación de los recursos del Instituto Nacional de Vías, recaudados por peajes, como mínimo será invertido el 50 por ciento, para construcción, rehabilitación y conservación de vías en el respectivo departamento donde se recaude y el excedente en la respectiva zona de influencia.
