° Para los efectos del artículo anterior, el Ministerio de Gobierno podrá celebrar contratos o autorizar a los Gobernadores, quienes estarán asesorados por los Secretarios de Obras Públicas o Ingenieros Departamentales, y el giro respectivo se hará por conducto de los Administradores de Hacienda Nacional.
