La suma destinada por el artículo anterior será manejada por una Junta compuesta por el Señor Gobernador del Departamento del Norte de Santander, el Secretario de Hacienda y el Tesorero General, quien será el de la Junta, bajo la garantía que como tál haya otorgado y sin derecho a remuneración; más dos vecinos nombrados por el Ministerio de Obras Públicas. La Junta rendirá cuentas de acuerdo con las disposiciones del Código Fiscal.
