Art. 27. No siendo posible poner en rigor los artículos 5.° y 6.° de la 1ey de que trata, el tiempo que ellos mismos establecen, se dispone que las prescripciones que contienen y aquella que les son forzosamente consecuenciales, no empieces á regir sino del el 1.° de Septiembre próximo en adelante.
