La Dirección General del Presupuesto Nacional, previa consulta con el Ministerio respectivo, preparará el presupuesto de ingresos y gastos y sus modificaciones, con base en los anteproyectos presentados por las empresas. Para los gastos de inversión se requiere del concepto favorable del Departamento Nacional de Planeación.
