Art. 3.° Los viáticos de los miembros del Congreso se computarán desde el lugar del domicilio habitual y ordinario de cada uno á tiempo de declararse y comunicarse la eleeccion. Para el exacto cumplimiento de esta disposicion, los Gobiernos de los Estados y los Prefectos de los Territorios tienen el imprescindible deber de pasar á la Secretaría de Gobierno de la Union una lista de los individuos electos para miembros del Congreso, indicando el domicilio de cada uno, así de los principales como de los suplentes.
