Las partidas de que trata la presente Ley serán incluidas, necesariamente, en el Presupuesto de la próxima vigencia, y si así no lo fuere, el Gobierno queda especialmente autorizado para abrir los créditos o contracréditos presupuestales y para realizar las apropiaciones y efectuar los traslados que sean necesarios para el fiel cumplimiento de esta Ley.
