Art. 18. No se admitirá por las autoridades, Corporaciones ó funcionarios públicos papel habilitado que no esté provisto de la respectiva estampilla de habilitación, salvo el caso de que tampoco haya estampillas en la oficina de expendio, lo cual hará constar el Jefe de ella en la nota á que se refiere el artículo 16, sin cobrar derecho alguno por esta nota. En este caso sólo se podrá hacer uso del papel habilitado el día de la habilitación.
