ARTICULO 17. De Los Concursos Se entiende por concurso el procedimiento a través del cual el Instituto elige las personas que satisfacen mejor las condiciones y requisitos para desempeñar sus empleos mediante la confrontación en igualdad de condiciones, de las condiciones y requisitos para desempeñar sus empleos. El Instituto convocara a concurso a las personas inscritas en el correspondiente registro de aspirantes cuando, siendo necesario proveer una vacante no se tenga lista de elegibles. Podrá también convocar a concurso aun cuando no exista vacante, consignando este hecho en la convocatoria.
