El objeto de la presente ley es crear los seguros ecológicos como un mecanismo que permita cubrir los perjuicios económicos cuantificables a personas determinadas como parte o como consecuencia de daños al ambiente y a los recursos naturales y la reforma al Código Penal en lo relativo a los delitos ambientales, buscando mejorar la operatividad de la justicia en este aspecto, lo anterior en desarrollo del artículo 16 de la Ley 23 de 1973 .
