Ninguna autoridad a excepción del Gobierno Nacional podrá modificar el régimen salarial y prestacional señalado en las normas del Decreto 1444 de 1992 y los que lo adicionen o modifiquen y el previsto en el presente Decreto de conformidad con lo establecido en el artículo 10 de la Ley 4a. de 1992.
