El Gobierno auxiliara con dinero o con herramientas y semillas a toda persona que quiera colonizar terrenos baldíos en las condiciones de esta Ley, para lo cual el interesado en cada caso otorgara una fianza de garantía que consistirá en una diligencia extendida por ante el Ministro del Ramo.
