Artículo primero. Con el fin de atender a la construcción del Hospital de Barranquilla, autorízase al Gobernador del Departamento del Atlántico para establecer una sobretasa de cinco centavos ($ 0.05) por cada botella de ron elaborado en el Departamento y vendido en el mismo.
