Autorízase al Banco de la República para otorgar a favor del Gobierno Nacional un crédito extraordinario compensatorio y de reactivación económica hasta por treinta y seis mil millones de pesos ($36.000.000.000) para la atención de las necesidades estacionales o transitorias de la Tesorería General de la República y la apertura de créditos suplementales o extraordinarios en el presupuesto nacional, utilizable en 1983.
