El artículo 195 de la Constitución quedará así:

ARTÍCULO 195

Son atribuciones de los Concejos, que ejercerán conforme a la ley, las siguientes:

1° Ordenar, por medio de acuerdos, lo conveniente para la administración del Distrito;

2° Votar, en conformidad con la Constitución, la ley y las ordenanzas, las contribuciones y gastos locales;

3° Elegir Personero y Tesorero Municipales y los demás funcionarios o empleados que la ley determine;

4° Ejercer las demás funciones que la ley les señale.
