El gravamen deberá establecerlo cada Asamblea del modo que juzgue más conveniente, atendidas las circunstancias de cada Departamento y la manera como la industria está allí establecida, pudiendo, en consecuencia, hacer la imposición ya sobre el tabaco, pudiendo en consecuencia, hacer la imposición ya sobre el tabaco que se dé á la venta, ya sobre el que se elabore ó prepare en alguna forma, ya sobre las fábricas, almacenes, tiendas ó sitios de expendio.
