El Gobierno Nacional por conducto del Ministerio de Educación y de los organismos de Planeación incluirá dentro del Presupuesto Nacional las partidas o apropiaciones necesarias para el funcionamiento y dotación de la Universidad Popular del Cesar, quedando igualmente facultado para verificar las operaciones de créditos, contracréditos y traslados del caso para darle cumplimiento a la presente Ley.
