El Gobierno queda autorizado para verificar las operaciones presupuestales y financieras necesarias para el cumplimiento de lo dispuesto en los artículos 1o. y 2o., pudiendo comprometer en las mismas los recursos provenientes de la venta de lotes o parcelas urbanizables. Queda igualmente autorizado para llevar a efecto los estudios y obras de qué trata esta Ley, por administración directa o por delegación contractual.
