Art. 3º Autorízase igualmente al Poder Ejecutivo para que dicte los Reglamentos que crea necesarios para la persecución y castigo del fraude de las rentas de nueva creación. En dichos Reglamentos fijará el procedimiento que deba seguirse y los empleados á cuyo cargo esté la aplicación de las penas establecidas contra los defraudadores.
