Cuando no se formulen las quejas correspondientes por infracciones de policía cometidas por extranjeros, o denuncios por delitos cuya investigación requiera querella de parte, el Departamento Administrativo de Seguridad adelantará de oficio las diligencias preliminares del caso con el objeto de conocer ampliamente su conducta, para efectos de las sanciones a que hubiere lugar.
