Art. 13. El Poder Ejecutivo dictará todas las disposiciones necesarias para que esta ley tenga su debido cumplimiento. Ordenará que ella y de las disposiciones vigentes de la ley 61 de 1874 y sus concordantes, se haga una adición especial la cual será distribuida gratuita y profusamente en todos los pueblos de la República, para que llegue a conocimiento de los cultivadores y pobladores de tierras baldías.
