Solo a falta de candidatos idóneos, podrá designarse en interinidad a quien carezca de los requisitos de ley. Dentro del respectivo período, los interinos que reúnan los requisitos constitucionales y legales exigidos para el cargo, tienen derecho de permanencia mientras subsista la causa de la interinidad, los demás podrán ser removidos libremente.
