Para dar cumplimiento a esta Ley confiérese al Gobierno la facultad de crear los empleos que sean necesarios y señalarles las asignaciones correspondientes.

Asimismo podrá contratar los servicios técnicos de profesionales de reconocida y probada competencia en la materia.
