En el caso de que las partidas de que tratan los artículos anteriores no fueren incluidos en los respectivos presupuestos, queda autorizado el Gobierno Nacional para levantar créditos, hacer traslados, o contratar un empréstito para la realización de la obra a que se refiere este provecho.
