El Departamento Nacional de Planeación, presentará al Consejo Nacional de Política Económica y Social, Conpes, los planes y programas aprobados por la comisión Nacional de Energía que deban conformar los proyectos de ley de planes y programas de desarrollo económico y social que corresponde fijar al Congreso Nacional, de conformidad con el numeral 4o. del artículo 76 de la Constitución Política.
