Transitorio . Con el propósito de que el ejercicio de las funciones públicas a cargo del Inurbe, en especial las relacionadas con la atención a los usuarios, no sufran traumatismo ni se vean afectadas por la transición, esta entidad, dentro del término previsto en el artículo 4º de la Ley 281 de 1996, continuará atendiéndose hasta tanto se expida la planta de personal de la Unidad Administrativa Especial Liquidadora de Asuntos del Instituto de Crédito Territorial, ICT, y se incorporen a ella todos sus funcionarios.
