Autorízase al Gobierno Nacional para reformar el contrato sobre packing-house en el litoral atlántico celebrado en virtud de autorización legal, en el sentido permitirles a los concesionarios la venta en el país de los productos porcinos preparados en conservas, tales como jamones, salchichas, mortadelas, etc., teniendo el cuidado de garantizar a los Municipios el pago del consumo por degüello de ganado menor. Esta reforma no requiere ulterior aprobación del Congreso Nacional.
