º. Declárese de convivencia pública el incremento del cultivo de tierras y producción agrícola por el sistema de arrendatarios, aparceros, agregados, etc., y otros semejantes. Con este fin las instituciones oficiales o semioficiales de crédito procederán a acordar con el Gobierno los medios de otorgar créditos en las mejores condiciones económicas a los cultivadores de la tierra por dichos sistemas.
