La presente ley rige a partir de la fecha de su promulgación y deroga todas las disposiciones que le sean contrarias. Lo previsto en este artículo se aplicará sin perjuicio del límite de impuesto contemplado en el artículo 6° de la Ley 44 de 1990 y el artículo 55 del Decreto Ley 1421 de 1993.
