Todas las personas que presten sus servicios al Fondo, son empleados públicos, y por lo tanto, estarán sometidos al régimen legal vigente para los mismos. No obstante lo anterior, tendrán el carácter de trabajadores oficiales las personas cuya actividad sea la construcción y mantenimiento de obras públicas, tales como los operadores de maquinaria pesada, mecánicos, campamenteros, ayudantes de maquinaria, cuadrilleros, compresoristas, pintores.
