Los aprovechamientos forestales a que se refiere el inciso primero del artículo anterior deben hacerse previo estudio y plan de ordenación de los trabajos necesarios para asegurar la renovabilidad del bosque. Los permisos se otorgarán directamente y las concesiones mediante licitación pública. La administración podrá vender en licitación o subasta públicas las maderas y los productos de los bosques que explote directamente.
