Autorízase al Gobierno ampliamente para el establecimiento y reglamentación de colonias penales o agrícolas o de otro género, en que puedan cumplirse las condenas, cuando los reos no estén sujetos al aislamiento, o después de trascurrido el periodo de este que ha de sufrir cada reo. Los reglamentos de las colonias serán formulados por el Consejo de que trata elArtículo 29, y sometidos a la aprobación del Gobierno.
