En desarrollo de lo previsto en el ordinal 11 del artículo 76 de la Constitución Política, concédense autorizaciones al Gobierno Nacional para reordenar, reestructurar y/o renegociar, total o parcialmente, la deuda pública externa contraída por la Nación y las entidades territoriales y descentralizadas con gobiernos extranjeros, organismos financieros internacionales, multilaterales y bilaterales y con la banca comercial.
