Art. 41. Caso de que el Gobierno juzgare conveniente, podrá disponer que dentro del local del Colegio Balboa funcione la Escuela Normal de Institutores del Departamento, como dependencia de dicho Colegio y con subordinación al Rector de él, pero sin dejar de tener los empleados propios necesarios para su buena organización y marcha.
