El inciso segundo del artículo 1º del Decreto 3238 de 2004, quedará así: “Los concursos para la provisión de cargos de etnoeducadores necesarios para la prestación del servicio en los establecimientos educativos estatales ubicados en territorios indígenas, afrocolombianos o raizales o que atienden mayoritariamente a estas poblaciones o que tienen proyectos etnoeducativos indígenas, afrocolombianos o raizales, se regirán por el decreto que para el efecto expida el Gobierno Nacional”.
